This is a true story about a thoughtful, caring, professional and decent police officer with a promising career in law enforcement. Blaine had outstanding performance appraisals and received numerous commendations.
Blaine Jorg had his career ruined and his life turned upside down by greedy politicians.
Blaine was the first on duty policeman in over 200 years to be indicted for a death in custody case in Cincinnati, Ohio. He was also suspended without pay for nearly a year (without one shred of evidence of wrong doing) also, a first.
Prior to November 7, 2000, thirteen blacks died at the hands of police since 1995. After Roger Owensby, Jr. died in the back of a Golf Manor cruiser, Jeffery Irons died the next day when he was shot by police after he obtained an officer's gun in a struggle. The Mayor, Charlie Luken said, "Too many blacks dying at hands of police." The calls for a policeman's head was heard loud and clear. Shouts of racial profiling, need for a special prosecutor, etc echoed through City Hall and the community.
The Prosecutor, Mike Allen a political animal (and the man with the POWER) wanted to be Governor. This man has no moral compass, and what he wants, he gets... Allen resigned later from office due to his involvement in a sex scandal.
City Hall over-reacted and rushed to judgment.
The Coroner, Dr. Parrott, Jr. screwed up (accepting hearsay evidence) and within 18 hours of the tragic death ruled a homicide, a choke hold gone bad... This was not only inaccurate but also unprofessional and simply wrong.
Homicide detectives were influenced. They did a lousy job and then provided the grand jury with false and misleading information about Blaine Jorg's role in the arrest. Witnesses said he may have died from a drug overdose; there was not one follow up question on this subject to any of these witnesses. Homicide did not interview six (6) EMS personnel on the scene. Homicide waited twelve (12) days to turn over 5.73 grams of crack cocaine and bag of marijuana to coroner.The City Manager, Safety Director and the Police Chief said they were not aware of any drugs being found on the suspect. We have a police photo dated 11/8/00 of these items. Other deficiencies are to numerous to mention here.
Blaine's defense attorney's actions were later questioned.
If the powers to be told the truth it would look like a coverup. They elected to avoid the heat and find a scapegoat.
The Prosecutor, Allen told Blaine's father eleven weeks before the trial "I will not lose any sleep if your son is not convicted." Quite a statement for a Prosecutor. But politically he was in a win-win situation. He indicted a white cop (pacify the black community) and if he could get enough witnesses to change their story maybe he could get a conviction.
On the North side of the Hamilton County Court House chiseled in stone is:"THAT THE COMMONWEALTH MAY HAVE A GOVERNMENT OF LAWS AND NOT OF MEN."
The people in power failed to abide by this basic rule. As Blaine said, "The Fourth District was my home, my self respect, my duty to my oath as a police officer for the City of Cincinnati."
